ECAS stands for Emirates Conformity Assessment System, which is a product certification program implemented under Federal Law No. 28 of 2001 in the United Arab Emirates. This program is administered by the Ministry of Industry and Advanced Technology (MoIAT), formerly known as the Emirates Authority for Standardization & Metrology (ESMA).
Products within the scope of ECAS registration certification must be affixed with the ECAS logo and the NB (Notified Body) number. They must also apply for and obtain a Certificate of Conformity (CoC) before entering the UAE market.
1. Low Voltage Equipment (LVE): Electronic electrical equipment with voltage ranges between AC 50-1000 V and DC 75-1500 V.
2. Energy Efficiency Labeling (EESL): Household air conditioners, commercial and central air conditioners, refrigerators, storage water heaters, washing machines and dryers, dishwashers, and other household appliances.
3. Restriction of Hazardous Substances (RoHS): Electronic electrical products such as household appliances, ITAV, consumer devices, lighting equipment, electronic electrical tools, recreational toys and sports equipment, medical devices, monitoring and control instruments, and vending machines.
4. Lighting Products.
5. Electrical Equipment for Potentially Explosive Atmospheres (ECAS-Ex): Electrical equipment and components operating in potentially explosive atmospheres.
1. UAE importer's trade license and MoIAT system login account information.
2. CB test reports and certificates, issued within the last 3 years, including UAE differential tests (if applicable) - for products within the LVE scope.
3. ROHS Test report (Full Product or Minimum 3 Critical Components from an accredited lab) - for products within the RoHS scope.
4. PID – Product Identity Declaration (required only for multiple application models).
5. Product images, including labels, sockets, outer packaging, and labels on outer packaging.
6. Component list/material/sub-assembly & circuit.
7. Design drawings/circuit diagrams/layout/schematics.
8. User manuals (in Arabic and English).
9. For electronic products, plugs must comply with BS 1363 or BS 546.
10. For household appliances (such as air conditioners, refrigerators, washing machines, dishwashers, etc.).
Applicant submits application materials → Initial review by the appointed body → If issues arise during initial review, they are returned to the applicant for correction; if no issues, application materials are uploaded to the MoIAT system → Selection of an NB body partnered with the appointed body → NB body reviews application materials → If issues arise, they are returned for correction; if no issues, the process proceeds to compliance evaluation → Final review → Certification decision → Certificate issuance.
According to previous announcements from the UAE ESMA, products (including electronic/electrical products) within the ECAS registration certification scope should bear the ECAS logo and NB number.
1. Colors should match ESMA's officially prescribed colors and be printed on products with contrasting colors to ensure readability. Colors should be non-erasable. Monochrome can be repackaged, but only in black (white background) or white (black background).
2. The recommended size of the mark is 1.5 cm x 3 cm, and it should be clearly visible under any circumstances. The size should follow a 1:2 ratio decrease or increase.
3. The ECAS compliance mark should be prominently placed on the front or bottom left of the product, away from any other marks. After approval, the ECAS compliance mark can be used in the following ways:
- Marked on the main panel of the accredited product.
- Marked on the outer packaging, typically used for products exhibited without regular packaging.
- For products with limited space, it can be placed in sales/promotion display areas and on manuals/brochures in the following optional positions: product manual or any other area formally approved.
- The ECAS mark should be affixed before the product is launched into the market.
- Manufacturers or their authorized agents are obligated to affix the ECAS mark.
- By affixing the ECAS mark, manufacturers or their authorized agents are responsible for obtaining a Certificate of Conformity (CoC) and assuming full responsibility for product compliance, demonstrating the product's compliance with ECAS validity.
- The ECAS mark should be affixed in the most prominent area, clearly visible and not easily damaged.
- If it is not possible to affix the label due to the nature of the product itself, hanging tags or stickers are permitted on outer packaging and accompanying sales manuals.
- Products exhibited in the local market (as described above) and unable to be directly labeled due to the nature of the product itself are allowed to use hanging tags or stickers.
ECAS LVE/ROHS certification certificates are valid for one year, while labels are permanently valid unless changed.
