NOM stands for Normas Oficiales Mexicanas, which are standards established by the Mexican government according to the Mexican Federal Metrology and Standardization Law for various products. The Ministry of Economy in Mexico is primarily responsible for managing the certification of various products, including electronics and electrical appliances. In addition to revising standards and regulations, it also designates and accredits product certification bodies and laboratories.
NOM standards are mandatory safety labels in Mexico. Currently, Mexico has established a relatively comprehensive NOM certification system. The product categories that require NOM certification include electronics, electrical appliances, communication products, lighting equipment, medical devices, tires, toys, and battery-powered products.
NOM is a mandatory safety label in Mexico, and the country only recognizes its own NOM safety mark, not those of other countries. If products are to be exported to Mexico, they must undergo NOM certification, and only products with the NOM safety mark can enter the Mexican market smoothly.
Furthermore, the holder of the NOM certification must be a local company in Mexico. Under certain conditions, the primary certificate can be held by a Chinese company, but the secondary certificate must be held by a local Mexican company. Only after the local Mexican company completes the NOM certification can it be used as the basis for customs clearance.
Additionally, product inspection reports must be issued by testing institutions recognized by the Mexican authorities. If the product meets the relevant legal requirements, the report is issued to the manufacturer's or exporter's representative office in Mexico, granting them permission to label the product with the NOM mark.
When products enter Mexico, customs officials quickly identify and confirm if the products meet NOM standards through the NOM label. The NOM label is only issued to the records of the distributor, manufacturer, or importer. It is valid for one year.
Products requiring NOM mandatory certification generally are electronic products with an AC or DC voltage exceeding 24V. This primarily applies to areas like product safety and energy efficiency. The main product categories focus on electrical, electronic, or telecommunication equipment. Examples of products within each category that require NOM certification are as follows:
Electronic products include many consumer electronics such as freezers, washing machines, televisions, microwave ovens, air conditioners, and motor-driven tools. This standard applies to electronic devices and their accessories that use public service electrical energy with a maximum single-phase power supply voltage of 277V AC at 60 Hz, or a maximum three-phase voltage of 480V AC at 60 Hz; and other energy sources with a maximum of 500V DC, such as batteries, accumulators, self-generated power, and alternative power sources.
These products include but are not limited to wiring devices, power cords, connection plugs, sockets, hospital-grade equipment, electrode holders, and circuit breakers. All electrical products within the range of 1000V AC and 1500V DC are subject to this standard and require NOM certification.
Additionally, consumer goods exported to Mexico must comply with relevant packaging standards:
Packaging, guarantees, and instructions or user manuals for electrical, electronic, and household appliances and their accessories and consumables.
All applicable products entering the Mexican market must comply with these regulations and obtain the NOM label, including export products that were previously allowed into the country before these standards were established.
