The Japanese Radio Law mandates type approval (i.e., technical regulations conformity certification) for specified radio equipment. TELEC certification is mandatory, and the certification bodies are registered certification organizations recognized by MIC for specified radio equipment. TELEC (Telecom Engineering Center) is the primary registered certification body for radio equipment conformity certification in Japan. TELEC is also referred to as MIC certification in Japan. Since TELEC is one of the MIC-designated certification bodies, it is collectively known as TELEC certification.
The technical standards for TELEC certification can be found on its official website under the technical regulations conformity certification system, which lists the categories and technical standards for specified radio equipment. It is important to note that when there are discrepancies between these technical standards and the technical requirements of the Radio Regulatory Commission Rules No.18, the latter shall prevail.
TELEC certification includes Test Certification and Type Certification:
1. Test Certification: Verification is conducted on each individual unit of the equipment, and this certification is only valid for the verified unit.
2. Type Certification: Verification is conducted on samples from a batch of equipment with the same design and manufacturing. This certification is valid for the entire batch. However, if the design or manufacturing of the equipment changes, it will need to be recertified.
It is noteworthy that the use of non-low-power radio stations and their terminal equipment requires a license application to MIC.
There are two scenarios for the conformity certification of telecommunication terminal equipment:
1. Ordinary Telephone Devices: Only need JATE certification as per the Telecommunications Business Act requirements.
2. Wireless Terminal Equipment: Need both JATE certification as per the Telecommunications Business Act and TELEC certification as per the Radio Law requirements.

Note: All submitted documents are recommended to be in Japanese; English documents are also acceptable. Test reports can be in the local testing agency’s language.
TELEC certification is mandatory for wireless products in Japan, similar to SRRC in China. It follows the Radio Law of Japan, with specific testing standards adhering to MIC (Ministry of Internal Affairs and Communications) Notice No.88 regulations. The updates and maintenance of these testing standards are also managed by MIC.
The testing items for WiFi and Bluetooth products are generally different from those in European and American standards.
- 2.4GHz WiFi products (802.11b/g, 2412-2472 MHz) and Bluetooth products: Follow the standards in MIC Notice No.88 Annex43, but for the 14th channel (Channel 14: 2471-2497MHz) of 2.4GHz WiFi products, Annex44 must be used for testing and reporting separately, with additional fees.
- 5GHz WiFi products (802.11a, 5180-5320MHz, W52 Band and W53 Band): Follow the testing standards in Annex45. It should be noted that MIC will soon amend Annex45 to include 5.6GHz equipment (Band W56) and impose stricter DFS testing requirements for Band 56.
All the above specifications will refer back to Annex 1, so it is essential to consider the content of Annex 1 when reviewing these standards.
The TELEC certification authorization certificate ensures that the equipment meets the technical requirements of Japan’s Radio Law, which is a necessary condition for entering the Japanese market.
