The RSL (Restricted Substances List) includes substances that are restricted in certain products due to safety concerns, and it primarily covers various chemical substances that may be harmful to human health and the environment. Key components of RSL include:
- RSL-Phthalate (EU RSL Phthalate Project Test Report)
- RSL Report Qualification (EU Lead, Cadmium Chemical Substance Test Report, i.e., REACH Annex 17 for Lead, Cadmium, Phthalates 7P)
- RSL-SCCP (Short-Chain Chlorinated Paraffin Test Report)
Currently, consumer electronics are also required to provide these reports. In addition, certifications such as CE-EMC, CE-LVD, FCC, CPC, and UL may also be necessary. For laboratories recognized by the TEMU list, RSL-Report test reports can be directly uploaded to the TEMU platform backend.
Phthalates are a group of widely used plasticizers that modify or soften plastics. They are commonly found in plastics and paints, especially PVC and coatings. However, not all phthalates are harmful. Currently, 15 phthalates are considered hazardous and their use is restricted.
To comply with new EU standards, the TEMU Cross-Border Pinduoduo E-Commerce Platform requires RSL-Phthalate certification for products that may contain harmful phthalates. This measure aims to protect consumer health and environmental safety while aligning with policy directives, encouraging the industry to move toward greener, more sustainable practices.
For sellers, obtaining the RSL-Phthalate qualification has become a significant barrier to successfully entering the TEMU Cross-Border Pinduoduo platform. To obtain this qualification, sellers must conduct strict testing to ensure their products do not contain restricted phthalates. Products containing these substances must either be corrected or removed from the platform within the prescribed timeframe.
When selling products on platforms like Amazon, it is essential to comply with the European Parliament and Council Regulation (EC) No 1907/2006 on the Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH). Specific Limits under REACH Regulation Annex XVII:
- Cadmium: ≥ 0.01% by weight
- Nickel: Release rate of no more than 0.2 µg per square cm per week (migration limit)
- Lead: ≥ 0.05% by weight
The EU Regulation 1907/2006/EC (REACH Certification) officially came into effect on June 1, 2007. According to REACH, EU manufacturers or importers must report to the European Chemicals Agency (ECHA) if certain substances of very high concern (SVHCs) exceed 0.1% by weight in a product, and if the total quantity of this substance exceeds 1 ton per year for each producer/importer.
