Friends who have followed our official account should know that although Ou Daijun has updated relevant articles one after another. After the article was updated, I received many inquiries and messages from sellers.
However, since each point involves a lot of content, the content covered is analyzed based on a certain case. Therefore, the content is not comprehensive.
Therefore, in order to allow sellers to have a more comprehensive and systematic understanding of GPSR, this article summarizes the key points involved into one article.

General Product Safety Regulation, referred to as GPSR. It is a regulation of the European Union to ensure that all products sold on the market are safe. This regulation replaces the EU General Product Safety Directive and will officially take effect on December 13, 2024. Non-food products (including CE and non-CE products) sold in the EU and Northern Ireland must meet GPSR requirements.

What requirements do sellers need to comply with under the GPSR? How do they do it?
The document simply interpreting the contents mentioned in the EU GPSR is dozens of pages long.
Therefore, sellers do not need to understand every detail of the content. We only need to know what measures should be taken to comply with EU rules under this new regulation.

Put aside the red tape, in order to make it easy for sellers to understand. The so-called GPSR, sellers only need to abide by the following rules.
In order to facilitate memory, Ou Daijun has organized it into a simple formula:
GPSR=European Representative + product certification (if necessary) + product label (required for most products) + upload relevant information (such as European Representative information, six-sided diagram, etc.) to the platform background.
Product label = product name + European agency information + product type (batch or serial number, etc.) + origin information + manufacturer information + safety certification mark and warning label, etc. (language of the country of sale)
1. General product labeling requirements:
The label must contain the following 7 types of information, and the seller can provide the design based on this information:
(1) Product name
(2) Manufacturer name
(3) Manufacturer's address
Vocabulary related to administrative divisions such as districts, roads, streets, provinces, etc. need to be expressed in English. The following are examples:
Address: No.XX (XXX-XXX, just enter the number, such as No.4), XXX Road/Street (road/street, write according to the actual situation), XX District, XX City, XX Province, China

(4) Origin information (e.g. Made in China)
(5) Information of the EU responsible person (EU representative) (new in GPSR)
①What is the EU Representative (EU Responsible Person)?
European Authorised Representative refers to a natural or legal person explicitly designated by a manufacturer outside the European Economic Area (EEA) (including the EU and EFTA).
This natural or legal person can perform specific duties required of the manufacturer by the relevant EU directives and laws on behalf of the manufacturer outside the EEA. GPSR stipulates that products that meet the requirements must have an EU responsible person (EU responsible person), and the EU responsible person information must be marked on the product packaging or instructions.

② European agency information and labeling requirements
The specific requirements for the EU authorized agent label are as follows:
① The EC/REP mark, company name, mailing address and email address must be reflected in the product itself, product packaging, parcel or accompanying documents (such as instructions);
② Labels should be mainly printed, and labeling should be avoided as much as possible;
③The label must be clearly visible and not easy to fall off;
④ Please adjust the printing size of the European label according to the size of the package.

▶Batch and serial number labeling information
A lot number is an identification number assigned to a specific quantity or batch of material from a single manufacturer. The lot number can usually be found on the outside of the packaging. Lot numbers are usually assigned by a manufacturer to a group of products.
The serial number has its own naming rules. According to the serial number, the accessory can be traced back to the OEM factory and the specific production time.
(8) Necessary compliance or environmental protection labels (such as CE certification, recycling mark)

The above is just a general template. Sellers can add or delete corresponding information according to their own products based on the general template.
2.1 Special category labels (taking non-stuffed toys with electrical charge as an example)

Taking toys as an example (Western France, Germany, Italy, the Netherlands and Portugal), for the EU toy warning label, sellers must set different languages according to their toy products.

2.3 Special Category Labels Electronic Appliances
(1) Product name
(2) Production batch number (or product type, serial number or other elements, etc.)
(3) Origin information (e.g. Made in China)
(4) Product related information: model, input and output voltage and current
(5) Information of the EU responsible person (EU representative): company name, address and contact information
(6) CE mark of the European Union, etc. (based on certification mark)
(7) Warning label
(8) EPR environmental protection mark (recycling mark, etc.)
●As needed: attach required product technical documents, instructions and safety information, etc.
①For example, when labeling, it is simple and crude to directly use transparent stickers to stick the labels.
☑Correct method: Use non-stick adhesive and stick it tightly.
②For example, without taking into account the size of the packaging, the label is larger than the product packaging.
☑Correct approach: Calculate the packaging size; the label cannot be larger than the product packaging.
③For example: label information is written directly by hand
☑Correct method: Do not write by hand, print directly on it. No matter how beautiful the handwriting is, do not write by hand.
④For example: traces of multiple labels being pasted repeatedly.
☑Correct approach: If there are traces of multiple labels being pasted repeatedly, or if the product information has changed, it is recommended to remove the previous labels.
⑤For example: there is no model information or batch, serial number or other information that can be used to easily identify the product.

04How to upload EUD and manufacturer information and warning labels?
1. How to upload the EU responsible person information?
Method 1: If you are a brand owner, you can use the [Add Compliance Information] widget to provide your responsible person and manufacturer information.
1. Click [Performance] → [Account Status] → [Manage Your Compliance] → [Add Compliance Information] in the upper right corner → [GPSR] → [Next]
2. Select [GPSR-Responsible Person] from the drop-down menu → Select the corresponding brand → Click [Add new GPSR-Responsible Person] or select from the existing information.
3. Enter the person in charge information → [Save] → Select the newly added person in charge information → [Save]
4. The following message will be displayed: [Successfully added the person in charge for XX brand] → Click [Finish]
Method 2:
If you sell CE-marked products, you can also provide responsible person information for each product on the Manage your compliance dashboard.
1. Click [Performance] → [Account Status] → [Manage Your Compliance];
2. In the unfinished request → select [Responsible person compliance] → click [Add compliance or file an appeal]
3. Edit or add the person in charge information in the pop-up window → click [Submit]
2. How to upload manufacturer and importer information
If you are a brand owner, you can use the [Add Compliance Information] widget to provide your responsible person and manufacturer information. (Same as the responsible person method 1 above)
1. [Performance] → [Account Status] → [Manage Your Compliance] → [Add Compliance Information] in the upper right corner → [GPSR] → [Next]
2. Select [GPSR-Manufacturer] from the drop-down menu → Select the corresponding brand from the drop-down menu in [Select Brand] → Click [Add New GPSR- Manufacturer] or select from the existing information
3. Enter the manufacturer information > [Save] > Select the newly added manufacturer information > Click [Save] again
4. The following message will appear: [Manufacturer information has been successfully added for XX brand] > Click [Finish]
3. How to upload product safety and warning information (in the language of the country of sale)
You can choose to upload product safety images or product safety documents (all sellers can now upload)
Steps to upload product safety pictures:
Method 1: Batch upload:
1. [Directory] → [Upload picture];
2. Select [Batch Upload Pictures] in the upper left corner to enter the picture editing page;
3. In the [Upload Image] box, drag or click to add images or zip files from your computer. If you click to add an image, select an image from your computer and click [Open];
NOTE: You must name your image ASIN.VARIANT (Example: B001234567.PS01) before uploading.
After attaching the file, the seller can click the "Submit Images" button. Product Safety and Compliance" related codes
PS01, PS02, PS03, PS04, PS05, PS06. This operation will not overwrite the partial images you uploaded previously (PT01, PT02...)
Method 2: Upload one by one:
1. [Directory] → [Upload picture];
2. Select [Image Manager] in the upper left corner to enter the image editing page;
3. Select an ASIN from the list in the left column (Note: a listing must be created in the catalog first before an ASIN/product can be used in a listing);
4. Select the Product Safety & Compliance code from the drop-down menu below the camera icon.
Code PS01, PS02, PS03, PS04, PS05, PS06 and click the camera icon to upload a picture.
Steps to upload product safety documents:
1. Click [Inventory] → [Manage All Inventory] → Select the product and click [Edit]
2. Click [Security and Compliance] → Compliance Media → Fill in the compliance media language, content type and file URL (need to be converted to an online document)
AMost non-food consumer products are governed by the General Product Safety Regulation (GPSR), with the exception of the following types of products:
o Pharmaceuticals for human or veterinary use;
o Food;
o Animal feed;
o Living plants and animals (including genetically modified organisms and genetically modified microorganisms in contained use, and animal and plant products directly related to the future reproduction of plants and animals);
o Animal by-products and derived products;
o Plant protection products (e.g. pesticides);
o a consumer’s riding or mobility device, provided that the device is operated directly by the service provider in the context of the transportation service provided to the consumer and not by the consumer himself;

Antiques.
1) Prepare the EU responsible person information for the product,
2) label the product with information about the EU responsible person, manufacturer, and product type, batch or serial number,
3) Upload a document or image containing warnings and safety information for your product (in the language of the country where it is sold).
We understand that it usually takes 4-6 months for sellers to complete these three steps and put the products that meet the GPSR label requirements into the Amazon FBA warehouse. If your products do not meet the GPSR requirements after the effective date of the regulations, Amazon may take the initiative to remove the non-compliant inventory.
AYou may face the potential risk of having your products removed from the shelves and non-compliant inventory removed, so we recommend that you take action as soon as possible to complete the GPSR compliance requirements.
If you change your EU responsible person, you will need
1) Update your responsible person information on the Seller Central;
2) Display the latest responsible person information on the label;
3) If the product safety images/files you have uploaded contain the information of the person in charge, you need to update the information of the person in charge and upload it again.
Yes, you need to upload the owner information for each site. But if you are a brand owner, you can upload it only once based on the brand dimension.
Amazon has enabled up to 6 product safety and compliance image placements, ensuring that you can provide images of your product, packaging, or accompanying documents in any size or shape.
If you can provide the required information with fewer images, you do not need to use all 6 image slots. If the required information is contained in a file that accompanies the product, you should upload an image of the file and the relevant information should be shown in the image.
The image upload process provides additional image slots to ensure that you can post images of all sides of your product or its packaging to show product safety and compliance labels, warnings, and markings.
If mandatory labels, warnings and signs are included in the documentation accompanying the product, please upload an image of the documentation showing the relevant mandatory information. There is no template or minimum requirement for how these images should be displayed, only that they are legible and contain the information that the product must have.
It is not required, but if the product safety images you have uploaded contain the information of the person in charge and the manufacturer, then this information needs to be consistent with the information of the person in charge and the manufacturer uploaded on the seller platform.
If you upload a product safety image to one site, it will automatically sync to other sites. But if you upload a product safety file, you need to upload it separately on each site.
Please note that both product safety images and documents need to meet the language requirements of the country of sale (for example, a product safety document can be in German, French and Spanish at the same time, but it still needs to be uploaded separately to each site).
To meet GPSR requirements, your labels need to include the following information:
1. Contact information of the responsible person and manufacturer (name, postal address, email address/URL)
2. Product safety and warning information, including CE marking, energy labeling, and toy safety warnings and chemical hazard warnings (in the language of the country of sale)
3. At least one product type, batch, serial number, or other information that allows the product to be easily identified.
Because the information required for each product type may vary, Amazon cannot provide specific examples. If you have questions about labeling, you can consult your own legal advisor or service provider.
If your EU responsible person and manufacturer details are printed on an accompanying document, you must print this out and include it with the product packaging.
If your EU responsible person and manufacturer details are printed on the product or packaging label, a physical booklet is not required.
Please note that you must upload and display applicable warning and safety information on your product detail page in Seller Central. This information can be an image, product manual, or any other document that contains the required information.
You can add a QR code/barcode to the label to display the responsible person/manufacturer information, but at the same time, you also need to display the responsible person/manufacturer information in text form on the product, product packaging or accompanying documents.
You must provide the email/URL information of the EU Responsible Person and the manufacturer on the product, product packaging or accompanying documentation, but the phone number is optional. If you wish, you can upload their phone information on Seller Central.
You must physically mark these products with a product identifier, such as product type, batch, serial number, or other element, so that the product can be identified. Common product identifiers include GTIN and EAN. They provide a unique way for customers to identify a product.
Depending on the type of product you sell, there may not be a specific requirement for you to display safety and compliance information for your product. The process of uploading product safety and compliance images does not require you to relabel your product or add information that is not required for your product.
The EU GPSR will affect sellers' products entering storage or in transit.
The reason is this, although the deadline for the EU General Product Safety Regulation is December 13 this year.
However, sellers usually ship goods to overseas warehouses in advance, which takes a certain amount of time. If there are no compliant goods on the way, and if the deadline for the EU General Product Safety Regulation has passed, the seller’s products in transit may face the risk of being seized by local customs.
In addition, there may be inventory of the products being sold, and it is unknown when the inventory will be sold out. Since some products may not be 100% sold during this transition period, there is a conflict with the new regulations.
