What certifications do Amazon toys need?

As we all know, the toy category on Amazon has high profits and huge market demand, especially the demand for gifts at Christmas is unimaginable. It is precisely because of this market demand and high returns that many sellers choose to sell in the toy category. When selling in the toy category, the first thing you face is the category review issue. Amazon has different country sites and different requirements for children's toys. What regulatory requirements do common toys such as plush toys, dolls, and building blocks need to meet when they are exported to different countries? Today, I will explain to you what certifications are required for Amazon toys?

1. Requirements for the US site

1. Toy requirements

In the United States, all toys marketed to children 12 years and younger must meet federal safety standards, including:

  • ASTM F963-16/-17

  • Consumer Product Safety Improvement Act (CPSIA)

Amazon may request toy safety documentation at any time to confirm compliance. If Amazon contacts you, please submit the following information to child-safety@amazon.com:

  • Company Name;

  • Seller ID/Supplier ID;

  • email address;

  • telephone number;

  • A list of the ASINs you apply to sell;

  • Product images and manuals, if applicable (images should include all relevant safety information, compliance markings, and small parts and choking hazard warnings);

  • The Children's Product Certificate (CPC) for the ASIN you are applying to sell;

  • A test report from a CPSC-accepted testing laboratory confirming that each product has been tested and meets the following requirements:

2. EU site requirements

1. EU definition of children's toys

A toy is an article designed or intended to be played with by children under 14 years of age. The article does not have to be used exclusively for "play" and can also have other functions, such as a key ring decorated with a teddy bear or a soft, stuffed animal-shaped backpack. Any article that is designed to have potential play functionality, is attractive to children or is marketed to children is considered a toy within the scope of the Directive.

Many types of goods are excluded from the scope of the Regulation. The full list of excluded goods is contained in Article 2 and Annex I of the Toy Safety Directive. This includes, for example, jigsaw puzzles with more than 500 pieces, as well as sports equipment such as roller skates for children over 20 kg, baby pacifiers, toy steam engines and slings/catapults.


2. Related requirements

Amazon policy requires all Toys and Games sellers to submit the following safety documents to child-safety@amazon.co.uk for application:

  • Your company name

  • Your seller ID ("Settings" > "Account Information" > "Business Information" > "Your Seller ID")

  • Your email address;

  • your phone number;

  • The EU marketplace where you list your toy ASINs;

  • A list of the toys ASINs you want to apply to sell;

  • For each Toy ASIN you wish to list, please provide product images showing the following information:  

    • Product name or style number;

    • CE marking;

    • If the manufacturer is located outside the EU, please provide the name and address of the manufacturer or importer within the EU.

  • EC Declaration of Conformity;

  • Test report from a certified laboratory to demonstrate compliance with EN 71.

2009/48/EC

Directive 2009/48/EC on the safety of toys (the "Toy Safety Directive") contains the rules for the supply and sale of toys in the European Union. The Directive sets out important requirements on toy safety, labelling, warnings and regulatory obligations.

*Note: The EU prohibits the sale of products that could be confused with food (in appearance, smell and packaging) and that contain small parts that could pose a choking hazard.



3. Requirements for the Canadian site

1. Related requirements

In Canada, all toys intended for children 14 years and younger must comply with federal safety standards under the Canada Consumer Product Safety Act (CCPSA), including:

  • Canadian Toys Regulations (SOR/2011-17)

  • Consumer Products Containing Lead Regulations (SOR/2018-83)

  • Phthalates Regulations (SOR/2016-188)

  • Surface Coating Materials Regulations (SOR/2016-193)

2. Related documents

Amazon policy requires that children's toys sold through the Amazon website meet certain certification standards. If Amazon contacts you, please submit the following information to child-safety@amazon.com:

  • Company Name;

  • Seller ID/Supplier ID;

  • email address;

  • telephone number;

  • A list of the ASINs you apply to sell;

  • A product manual for all Magnetic Construction ASINs you apply to sell

  • Product image. The image must include all relevant information:

    • Security Information;

    • Compliance mark;

    • Product Hazard Warning.

4. Requirements for the Australian site

1. Definition of Children's Toys in Australia

In Australia, a children's toy is a toy designed or intended for use in play by children under 14 years of age.


2. Related requirements

Amazon policy requires that toys sold through the Amazon website meet certain certification standards. To sell these products on Amazon, you must apply and submit the following information to child-safety@amazon.com.au:

  • Company Name;

  • Seller ID;

  • email address;

  • telephone number;

  • A list of the toy ASINs you are applying to sell;

  • You will need to provide documentation from a certified testing laboratory or organization certifying that the product has been tested and found to comply with the applicable standards listed in the table below:

and / or

AS/NZS ISO 8124.3:2003 (including Amendment No. 1 of 2009)

5. Requirements for the Japanese site

On Amazon.co.jp, all toys intended for children 14 years and under must meet safety standards. To sell these products on Amazon, you must submit the following information and documents to child-safety@amazon.co.jp to apply.

  • Company Name;

  • Vendor ID;

  • email address;

  • telephone number;

  • A list of the ASINs that you apply to sell.

2. Review of materials

  • A file for each ASIN (please include the ASIN in the file name).

  • One of the following documents that proves your product has been tested and meets the laboratory's standard requirements: ST (JP), ASTM F963-16/17 or CPSIA (US), CCPSA (CA), EN 71 (EU), GB 6675 (CN), AS/NZS ISO 8124 (AU/NZ).

[Penalties for non-compliance]

If toys exported abroad do not meet regulatory requirements and do not have corresponding test reports, they may face risks such as goods being detained, fines, mandatory product recalls, and prosecutions!

Violation of Amazon's toy product policies may result in, but is not limited to, the following consequences:

  • Cancel product information

  • Suspend sales privileges

  • Cancel sales privileges

These potential consequences are in addition to, but not limited to, those in any agreement between Amazon and a selling partner. Amazon reserves the right to determine in its sole discretion whether a product listing is appropriate.
