What Certifications Are Needed for Exporting to Brazil?

Two common certifications required for products entering Brazil are anatel certification and INMETRO certification. The primary difference between the two lies in the scope of products they cover. ANATEL certification is a mandatory requirement for radio and communication products, while INMETRO certification mainly targets consumer and industrial products, including electronic medical devices, household appliances, toys, automotive parts, tires, and wheels.

 

Different Applicable Scopes:

- ANATEL Certification: This applies to telecommunications and radio equipment, such as mobile phones, mobile phone adapters, mobile phone batteries, power banks, satellite phones, modems, television and radio antennas, wireless network equipment, radio frequency automation devices, fiber optic cables, cable connectors, and switches.

 

- INMETRO Certification: This applies to consumer and industrial products, including electronic medical devices, household appliances, toys, automotive parts, tires and wheels, LED light sources, pressure vessels, and other similar products.

 

Certificate Holding Companies:

- ANATEL Certification: The ANATEL certification is mandatory for wireless communication products entering the Brazilian market. The applicant must be a local company in Brazil, meaning a local agent is required. Samples need to be sent to Brazil for testing.

 

- INMETRO Certification: The certificate is held by the Brazilian purchaser. There must be a purchaser in Brazil; if not, assistance can be provided. The certificate can only be issued locally in Brazil. During the application, it is crucial to provide complete information on the certificate holder and confirm which purchaser in Brazil will be applying for the certificate. Manufacturers from China or other countries cannot hold the certificate, but if the product is manufactured by a Chinese company, the manufacturer’s name can be listed on the certificate, while the applicant must be a local Brazilian company.

Certification Process:

- ANATEL Certification: Submit application documents → Sample testing → Submit documents to the Brazilian OCD agency → Review and issue certificate → Registration → Certificate renewal

 

- INMETRO Certification: Submit documents → Product testing → Factory inspection → Technical document evaluation → Certificate issuance → Periodic certification maintenance
