Recently, upholstered furniture in the United States has been subject to strict regulations. Upholstered furniture produced and sold in the U.S. must comply with the 16 CFR 1640 regulation set by the CPSC (Consumer Product Safety Commission). A GCC (General Certificate of Conformance) certificate, indicating that the product meets CPSC safety standards and the 16 CFR 1640 regulation, is required. Only products that meet CPSC standards and regulations and hold a valid gcc certificate are legally allowed to enter and be sold in the U.S. market.

16 CFR 1640 Standard for the Flammability of Upholstered Furniture
According to the definition in 16 CFR 1640, upholstered furniture has the following characteristics:
1. For indoor use.
2. Can be movable or fixed.
3. Includes soft padded seats, backs, or armrests.
4. Includes any of the following:
- Equipped with or sold with cushions or pillows, whether fixed or not.
- Filled with any material, including materials hidden under coverings.
5. Provides physical support for individuals in a sitting or reclining position.
Note: 16 CFR 1640 also applies to furniture designed for children's use. It does not apply to mattresses, bed frames, any mattress accessories, or furniture used solely for physical training and exercise.
