Japan is one of the largest export markets for Chinese goods. Whether selling on Amazon Japan, other e-commerce platforms, or locally in Japan, it is necessary to comply with Japanese market access permissions. PSE certification is a mandatory safety certification in Japan, and all products undergoing PSE certification must also be filed with METI (Ministry of Economy, Trade and Industry).
However, recently many customers have reported that despite having obtained PSE certification and METI filing, and having labeled their products with the PSE logo, their products were still removed from Amazon Japan. The reason given was non-compliance with Japanese regulations. Most of these products are low-voltage products or products with adapters. These products are not actually within the scope of Japan's PSE certification, and therefore, should not have been PSE certified or labeled with the PSE logo. Consequently, Amazon considers them non-compliant and removes them. A structural analysis must be provided to Amazon to explain that these products are not subject to PSE certification.
Answer: Since November 20, 2008, lithium-ion batteries (with an energy density exceeding 400Wh/L) have been under NSPs control. Since February 1, 2019, portable lithium batteries and battery packs with a density exceeding 400Wh/L (Portable lithium ion storage batteries - mobile batteries) must bear the circular PSE mark and meet the standards of either Appendix 9 or Appendix 12 of J62133 (H28) (JISC8712 (2015) or IEC62133 (2012)).
Portable batteries such as power banks, Bluetooth headsets, Bluetooth speakers, and e-cigarettes fall under the Electrical Appliance and Material Safety Law and must obtain the circular PSE certification.
Note: Products with an energy density below 400Wh/L are not controlled.
From February 1, 2019, power banks without the PSE mark are prohibited from being sold.

6. Volume energy density calculation results.
Many customers are new to Amazon Japan, so even though they know which documents to submit, the content of the documents is not standardized. For example:
1. The product nameplate information is not standardized.
2. The self-inspection form content is incomplete.
3. The product has a battery, requiring a volume energy density report.
4. The product has an AC adapter, requiring an adapter PSE certificate and METI filing.
5. The service provider chosen by the customer is not professional, resulting in classification errors and review rejections.
6. If the customer's product has both a circular PSE mark and a diamond PSE mark, both products need to undergo PSE certification and METI filing.
