The Bureau of Indian Standards (BIS) was established under the BIS Act 2016 as the national standardization body of India to promote standardization and conformity assessment activities. The BIS certification, officially called the Compulsory Registration Scheme (CRS), operates under the BIS Act 2016 and is implemented per the BIS Conformity Assessment Regulation 2018 (Scheme II of Schedule II). This scheme aims to support the fast-developing electronics and IT sectors while protecting Indian consumers from counterfeit and substandard products.
Under the CRS, the following lighting products require BIS certification:
- Self-ballasted LED lamps for general lighting service
- DC or AC electronic control gear for LED modules
- Fixed general-purpose LED luminaires
- Recessed LED luminaires
- LED luminaires for road and street lighting
- LED floodlights
- LED portable lights
- LED chains
- LED luminaires for emergency lighting
Manufacturers of products listed under the Compulsory Registration Order (CRO) must apply for BIS certification and mark their products with the registration information (R number).
- Separate R numbers are required for the same product manufactured at different locations.
- Separate R numbers are also required for the same product produced at the same location but under different trademarks.
1. Submission of Samples and Documents to a BIS-Accredited Laboratory
- Samples are submitted for testing.
2. Sample Testing
- If passed: The lab issues a draft report for the applicant's confirmation.
- If failed: The manufacturer must rectify and resubmit the samples for testing.
3. Issuance of Final Report by the Laboratory
- The final report is uploaded to the BIS website, along with the necessary documents for signing.
4. Review of Documents by BIS Officials
- If approved: The certificate is issued.
- If rejected: Relevant documents must be amended or supplemented per BIS officials' feedback.
5. Document Upload and Submission
- All documents are uploaded to the BIS website, and original documents are submitted to the BIS office within 15 days.
6. Signing of Relevant Documents by the Applicant and Local Representative
- Final signatures complete the process.
If an account exists, only the BIS username and password are required. Otherwise:
1. Bilingual (English and Chinese) business license (translation assistance available).
2. ISO certificate (optional).
3. Contact information of the factory's authorized signatory (name, position, phone number).
4. Trademark registration certificate (preferably registered in India, or apply as "Unregistered Trademark").

For most listed products, BIS certification takes 8–10 weeks from the time samples reach the Indian laboratory, provided all documents are complete. Delays caused by report confirmation or policy changes are excluded.
1. IS Standard Number
- Display the standard number, e.g., `IS 16046 (Part 2) / IEC 62133-2`.
- Include IEC standards if applicable but omit version numbers.
2. BIS Logo
- Use the BIS logo in color or black and white.
3. BIS Certificate Number
- Format: `R-XXXXXXXX` (8-digit number).
4. BIS Website Address
- Include `www.bis.gov.in` near the BIS logo and certificate number.
Labels must adhere to international rules, be non-removable, and content must not fade or be erased.
- Stickers are generally not allowed; labels must be screen-printed or laser-engraved.
- Customs officers check for alignment between label content and BIS certificate details, especially product model and trademark.
Note: The BIS logo and website address can only be added to labels after BIS certification.
- BIS certification is valid for 2 years from the issuance date.
- Renewal applications must be submitted at least 3 months before expiration.
- Renewal applies to the R number, and all models under the R number inherit the extended validity.
