According to the Philippine Radio Control Act, wireless products in the Philippines must obtain permission from the Department of Information and Communications Technology (DICT, formerly the Radio Control Division of the Department of Trade and Communications) in order to be legally used and sold. This permission is implemented by its subsidiary, the National Telecommunications Commission (NTC). Therefore, the wireless licensing process in the Philippines is commonly referred to as NTC certification.
The NTC divides the Philippines into 15 regions for jurisdiction and has established the procedures for radio equipment approval. It categorizes radio and telecommunications equipment into three types: CPE, RCE, and GEC.
1. Customer Premises Equipment (CPE)
- Certificate: Type Approval Certificate
- Scope: Refers to equipment communicating with telecommunications networks within buildings, such as desktop computers, switches, etc.
2. Radio Communications Equipment (RCE)
- Certificate: Type Acceptance Certificate
- Scope: Refers to equipment with only wireless functionality, such as Bluetooth headsets, TPMS, etc.
3. Grant of Equipment Conformity (GEC)
- Certificate: Grant of Equipment Conformity
- Scope: For CPE with Integrated Radio Interface, such as tablets, smartphones, wireless printers, etc.
For consumer electronics manufacturers, RCE and GEC are the most common application modes:
The applicant submits technical documents and other materials to the NTC Equipment Standards Department. After review, the department issues different types of certificates, where technical documents typically include test reports (such as European CE/US FCC reports) and technical specifications.
The applicant must be a local company in the Philippines.

In the NTC Memorandum Circular NO. 02-01-2001 (CPE Type Approval and Type Acceptance Procedures), detailed labeling requirements for devices that have passed NTC certification are specified. The label must include the NTC logo and text, along with the certification number.
