Entering the Mexican market requires understanding the NOM certification! Which products need nom certification? What certification bodies are there? Is the certification process too complicated? How much does certification cost? How can it be convenient, fast, and cost-effective?
NOM, officially known as Normas Oficiales Mexicanas, is Mexico's mandatory safety mark. The NOM mark applies to most products, including telecommunications and information technology equipment, household electrical appliances, lighting fixtures, and other products that pose potential health and safety risks. Whether manufactured locally in Mexico or imported, products must comply with the relevant NOM standards and labeling requirements. Depending on the product category, the current NOM certification standards mainly cover safety, energy efficiency, wireless communications, and commercial labeling approvals.
According to Mexican law, the holder of the NOM certificate must be a Mexican company responsible for the product's quality, maintenance, and reliability. Test reports are issued by laboratories recognized by SECOFI and reviewed by SECOFI, ANCE, or NYCE. If the product meets the relevant regulatory requirements, a certificate is issued to the manufacturer's or exporter's Mexican representative, allowing the product to bear the NOM mark. NOM mandatory certification generally applies to electronic and electrical products with an AC or DC voltage exceeding 24 volts. It mainly covers product safety, energy and thermal efficiency, installation, health, and agriculture. The following products must obtain NOM certification to enter the Mexican market:
A. Electronic or electrical products for household, office, and factory use
B. Local Area Network (LAN) equipment
C. Lighting fixtures
D. Tires, toys, and school supplies
E. Medical equipment
F. Wired and wireless communication products, such as telephones
G. Products powered by propane, natural gas, or batteries
The regulatory oversight of the conformity assessment of electronic and electrical products is primarily managed by the Mexican Ministry of Economy (SE). SE designates DGN, ANCE, NYCE, and CANIETI to handle the organization, testing, and certification work. The full names of the four agencies are:
A. Mexican National Standardization Commission (DGN)
B. Mexican Standardization Certification Association (ANCE)
C. Mexican Electronic Standardization Certification Association (NYCE)
D. Mexican National Chamber of the Electronics Industry, Telecommunications, and Information Technology (CANIETI)
► Identify the applicable Mexican standards for the product
► Obtain the application format for the product certification from the relevant agency
► Identify a laboratory recognized by the certification body
► Submit the necessary documents and samples to the laboratory
► Submit the complete test report to the agency for review
► Translate documents and pay the designated agency
The review period for NOM certification in Mexico is typically 5-6 weeks after all documents are submitted.
The certificate is usually valid for one year and can be renewed annually. After the certificate expires, it needs to be renewed, or samples need to be retested. The NOM standard applies to the entire product set, not individual parts, so long as the parts are not sold separately.
