With the upcoming enactment of the European Union's General Product Safety RegULation (GPSR), Amazon’s GPSR compliance feature is now fully active. Additionally, platforms such as AliExpress and Alibaba International have implemented related announcements, while TEMU has issued GPSR compliance guidance.

 

This indicates that major cross-border e-commerce platforms are beginning to enforce strict compliance requirements. To ensure that products can be sold in the EU market without issue, sellers must complete compliance steps before the December 13, 2024 deadline to avoid product delistings.

 

Today, we’ll discuss GPSR’s related policies in detail.

 

What is the General Product Safety Regulation (GPSR)?

The General Product Safety Regulation (GPSR) is based on existing EU market regulations and various directives, designed to replace the previous General Product Safety Directive.

 

Most non-food consumer goods sold in the EU and Northern Ireland will need to comply with GPSR requirements. For products that fail to meet GPSR standards by the effective date, Amazon will remove these products if compliance is not completed by December 13, 2024.

 

Essential Compliance Steps for Sellers

Step 1: Register an EU Responsible Party for Your Non-Food Product

- When to Designate an EU Responsible Party: Considering product labeling and packaging modifications, it’s advised to immediately establish an EU responsible party.

  

- If your responsible party is a third-party provider and the contract has expiRED or the provider is no longer in service, you must individually submit the most up-to-date information for each EU marketplace (even if the information is the same).

- If your responsible party has changed, you will also need to update the product label. Ensure that the submitted information is accurate, as Amazon will regularly audit it for accuracy.

- Options for Brand Owners:

1. If the seller has an EU subsidiary or existing EU importer, they can be designated as the responsible party.

2. Use your product testing laboratory or certification body.

3. Leverage third-party providers from Amazon's Service Provider Network, such as China JJR Laboratory.

 

For resellers of products under GPSR regulation, it’s recommended to promptly contact upstream suppliers for the responsible party's contact information.

 

Step 2: If Necessary, Redesign Your Product Label to Include:

- Contact Information for the EU responsible party and manufacturer (name, postal address, email/URL).

- Safety and Warning Information (in the sales country’s language).

- Product Identification (type, batch, serial number, or other identifiers).

  

Note: Labels can be affixed to the product, packaging, package, or accompanying documentation. Information can be displayed on separate labels or on the same side of the product. If you have labeling questions, consult a legal advisor or service provider.

 

Step 3: Timely Upload of Required Information to the Seller Platform

Upload and display the following details on your product detail page:

- EU Responsible Party Information (name, postal address, email/URL).

- Manufacturer Information (name, postal address, email/URL).

- Safety and Warning Information (product safety images/files in the sales country’s language).

- How to Upload EU Responsible Party Information – New!:

- Option 1: For brand owners, use the "Add Compliance Information" widget to provide responsible party and manufacturer information.

1. Click on [Performance] → [Account Status] → [Manage Compliance] → Add Compliance Information → [GPSR] → Next Step.

2. Select GPSR-Responsible Person from the dropdown menu, choose the relevant brand, and click Add New GPSR-Responsible Person or select from existing information.

3. Enter responsible party information, Save, select the new information (highlighted in blue), and Save.

4. A confirmation will display, “Successfully added responsible party information for XX brand” → Click Finish.

  

- Option 2: For products bearing the CE mark, you can also provide responsible party information on the Manage Compliance Dashboard.

1. Click [Performance] → [Account Status] → [Manage Compliance].

2. In pending requests, select Responsible Party Compliance and click Add Compliance or File an Appeal.

3. Edit or add responsible party information in the popup and click Submit.

 

If you’ve completed these steps and confirmed the information upload, but your ASINs are still listed in this section, it may be a temporary system issue. Amazon aims to move all ASINs with valid information to the Archived tab by the end of September.

 

In the meantime, continue uploading the required information for other brands and ASINs to ensure full GPSR compliance by December 13, 2024.
