The National Telecommunications Agency (ANATEL) has been the governing body responsible for certifying telecommunications equipment and verifying its compliance with quality and safety standards, as well as authorizing its technical performance.
Brazilian ANATEL certification is a requirement for telecommunications products. All telecommunications products and accessories must obtain ANATEL certification to be legally commercialized and used in Brazil.
ANATEL certification can be either mandatory or voluntary. The approval process is the same for products both domestically and internationally. If a product requires mandatory certification, its testing results and reports must align with the rules and regulations adopted by ANATEL. Products must obtain an authorization certificate from ANATEL before being put into use.

Three categories of telecommunications equipment require mandatory certification:
Type I
- Terminal equipment connected to Fixed Switched Telephone Service (FSTS) networks;
- Devices connecting private telecommunications networks to FSTS networks;
- Devices connecting to FSTS networks for the purpose of providing value-added services.
Includes: mobile phones, satellite phones, VOIP phones, mobile phone batteries, mobile phone chargers, telephone signal cables, modems.
Type II
- Any devices using radio frequencies not covered by Type I, such as low-power devices, unlicensed devices, and antennas.
Includes: television and radio antennas, receivers, transmitters, wireless network equipment, RF automation equipment.
Type III
- Any devices not covered by Type I or Type II that are regulated by ANATEL rules and regulations.
Includes optical fiber cables, cable connectors, mobile network signal transmitters.
Note: Certificate validity: Type I - 2 years, Type II - 2 years, Type III - 3 years.

1. All products listed in the ANATEL certification announcement require certification.
2. Certificate/authorization holders (manufacturers and importers) need legal confirmation in Brazil.
3. User manuals, installation guides, and warning signs must be in Portuguese; other documents can be in English.
4. Products exported to Brazil must include the ANATEL certification mark + ANATEL certification number.
Laboratory testing + OCD COC + ANATEL registration

The general product testing period is four to five weeks, plus around 30 days for ANATEL registration. Therefore, the typical ANATEL certification period is around three to four months.
1. The applicant (manufacturer or local representative) submits technical specifications, and the certification company evaluates and drafts a "technical requirements" document describing the required tests.
2. Both parties confirm and sign the certification contract, which includes, among other things, the "technical requirements" and related certification fees, ANATEL fees, and testing fees.
3. The applicant sends samples, and the certification body arranges laboratory tests, with all parties providing the necessary documents for certification testing.
4. The certification body develops certification procedures and methods tailored to the product, reviewing and confirming user manuals, installation guides, warning signs, etc.
5. After testing, the laboratory sends the test report to the certification body, where engineers analyze and confirm the documents.
6. If testing and documents are satisfactory, the certification body issues a draft Certificate of Conformity (CoC) and sends it to the applicant. The applicant must verify information such as company name, address, product name, etc.
7. After confirming the draft certificate, the certification body issues the final CoC, indicating that the product complies with ANATEL requirements.
8. All documents are uploaded to the ANATEL website, and ANATEL takes approximately 30 days to issue the Certificate of Homologation (COH), completing the testing and certification process.
9. After ANATEL certification (after registration in Brazil), the issuing body will monitor the certified product, production, and quality system performance (parameters) periodically or irregularly through necessary audits.
