RCM (Regulatory Compliance Mark) is a registered mark indicating that the supplier declares the product complies with the electrical safety laws/regulations of various states in Australia and New Zealand, as well as the electromagnetic compatibility (EMC) requirements specified in Australia's Radio Communications Act and New Zealand's Radio Communications Act. Only products that meet both electrical safety and EMC regulations can use the RCM mark.
The RCM is considered an appropriate identifier and will replace the three previous or current marks, C-Tick, A-Tick, and RCM, with RCM becoming the sole unified mark, initially scheduled to start on September 1, 2013, but postponed to March 1, 2014. This mark shows that products comply with the requirements of both ACMA and ERAC.

The owner of the RCM mark is the federal government. Both electrical safety statutory authorities and EMC statutory authorities accept the RCM mark as a declaration of supplier compliance. Once a supplier is approved to use the RCM mark in any state, other state authorities can accept it, facilitating approval across all states with a single authorization.

The RCM certificate can only be applied for by a local Australian company. This company must apply for an RCM number from the Australian government. Chinese manufacturers and exporters can apply for IEC or AS/NZS reports in their own name, but the report must be submitted by the Australian importer to apply for the RCM.
1. China's JJR laboratory evaluates the product and determines the testing standards to be followed.
2. If non-compliances arise during testing, the laboratory will make modifications to the product to meet and comply with Australian standards.
3. Upon passing the tests, a test report is issued.
4. The test report is submitted to the Australian certification authority for document review.
5. Upon approval, the Australian authority issues a safety certificate (SAA certificate).
6. The client can register on the relevant website or entrust Huajian Testing Laboratory to complete the Australian website registration.
After obtaining the safety certificate (SAA certificate) and C-Tick/EMC report, along with valid local liability information, the registration process takes about one to two weeks to complete, resulting in a unique identification number beginning with "N". Each report is then uploaded, which takes about a week.
