JJR Laboratory in China is an IEC 17025 accredited laboratory with five testing facilities. It provides testing and certification services for textiles, radio equipment, batteries, consumer electronics, medical devices, electronic appliances, and electric bicycles.
Here, we introduce the EN 71 certification testing standards required for exporting toys to the EU and the UK.
EN 71 testing consists of 11 parts in total, but typically only the first three parts are conducted:
- EN 71-1: Mechanical and Physical Properties Testing
Includes tests for non-sounding toys, sounding toys, headphone-sounding toys, 7,000 cycle tests for toy cabinets, ride-on toys, mouth-actuated toys, and others. Specific tests include drop tests, small parts tests, sharp edge tests, tensile strength tests, compression tests, seam strength tests, component tests, ear/nose/eye pull tests, and torque tests.
- EN 71-2: Flammability Testing
Focuses on the burning speed of toys, including plush toys, silk toys, and headwear toys.
- EN 71-3: Migration of 8 Heavy Metals
Covers the migration of antimony, arsenic, barium, cadmium, chromium, lead, mercury, and tin.
Limit standards (PPM):
- Lead ≤ 90
- Cadmium ≤ 75
- Chromium ≤ 60
- Arsenic ≤ 25
- Barium ≤ 1000
- Mercury ≤ 60
- Selenium ≤ 500
- Antimony ≤ 60
EN 71 testing costs are typically categorized into three parts:
- Part 1: Physical and mechanical testing (entire product)
- Part 2: Flammability testing (entire product)
- Part 3: Toxicity testing (19 heavy metals, based on accessible materials)
For example, for a toy sieve, the cost for the EN 71 test report required for the EU market is $290, with a lead time of 7 working days.
- Samples Required: One sieve per color.
For the UK market, the UKCA-EN 71 test report costs $215, with the same lead time of 7 working days.
Upon customer confirmation, JJR Laboratory will send invoices for CE-EN 71 and UKCA-EN 71. After payment, the laboratory will assist in initiating the EN 71 testing process.
For common toys, the EN 71 certification test typically takes 7 working days after the laboratory receives the samples and application materials.
An EN 71 test report remains valid as long as the product design and regulatory requirements remain unchanged, unless the applicant has specific requirements.
1. 2–3 test samples
2. Product manual or user guide
3. Test application form
4. Bill of materials (BOM)
Unlike CE or ROHS certifications, EN 71 testing does not require a factory audit. The cost is a one-time fee with no annual or review fees.
