The Saudi Standards Authority requires products entering the Saudi market to have SABER certification. For some products, the prerequisite for obtaining SABER certification is to first acquire IECEE certification. Therefore, IECEE certification is essential for certain products to enter the Saudi market.
Saudi IECEE certification is a certification program introduced by the Saudi Arabian Standards Organization (SASO). The SASO IECEE Recognition Certificate (SIRC) is the short form of this certificate.
SASO IECEE (SASO IECEE Recognition Certificate, abbreviated SIRC) is developed in close cooperation with the International Electrotechnical Commission (IEC), combining international advanced standards and testing methods. Therefore, it has certain connections and references to the certification standards of the IEC.
For sellers looking to export to Saudi Arabia, it is crucial to understand the scope, requirements, and process of IECEE certification to ensure their products are certified accordingly.
The Saudi IECEE and the International Electrotechnical Commission's IECEE system are not the same concept. However, SIRC was formulated with reference to the IEC’s IECEE system.
The IECEE product certification scope includes:
- Household appliances: lamps and accessories, dishwashers, televisions, and displays
- Digital products: mobile phone batteries, power adapters, smartwatches, smart bands, power banks, wireless chargers, car chargers, wireless headphones
- Others: water pumps, solar photovoltaic products, electronic cigarettes
- As of September 1, 2021, additional products include coffee machines, electric kettles, and electrical wires and cables.
- As of November 1, 2021, additional products include circuit breakers, mobile phone charging cables, electric shavers, desktop computers, etc.
Typically, obtaining Saudi IECEE certification requires the following nine documents:
1. Completed application form
2. CB certificate
3. CB report
4. Product photos
5. Product packaging images
6. Manufacturer’s self-declaration
7. Manufacturer’s business license
8. Importer’s registration certificate
9. Product manual
- The CB test report and CB test certificate must be valid within three years.
- Saudi IECEE certification is a complex but important process. Sellers are advised to carefully study the relevant requirements or seek professional assistance.
- Product testing and evaluation:
After submitting the application documents, the certification body will conduct testing and evaluation of the product. The testing includes safety performance tests, electromagnetic compatibility tests, etc., to ensure the product complies with the Saudi IECEE certification standards.
- Certification decision and issuance of certificate:
After testing and evaluation, the certification body will make a decision. If the product meets the Saudi IECEE certification standards, the certification body will issue the Saudi IECEE certification certificate. The certificate is usually valid for one year, and renewal and maintenance are required after expiration.
- Ongoing monitoring and compliance checks:
After obtaining the Saudi IECEE certification, manufacturers and exporters must continuously monitor the product's compliance and ensure that the product consistently meets the Saudi IECEE certification standards during production. The certification body may conduct regular compliance checks to ensure the product remains in certification status.
