The General Product Safety Regulation (GPSR) is established based on market supervision regulations and other existing EU directives and regulations. It will replace the General Product Safety Directive, and most non-food consumer products sold in the EU and Northern Ireland must comply with the new regulations.
Reminder:
Most sellers on Amazon’s European marketplaces will be affected by this regulation.
If you meet both of the following conditions, you need to complete the compliance requirements by December 13, 2024 (local time):
- Selling products in the EU and Northern Ireland.
- Selling non-food consumer products.
However, the following types of products are excluded:
- Human or veterinary medicines.
- Food.
- Animal feed.
- Live plants and animals (including closed-use GMOs and GM microorganisms, as well as plant and animal products directly related to future breeding).
- Animal by-products and derived products.
- Plant protection products (e.g., insecticides).
- Consumer transportation or travel equipment, as long as it is operated by a service provider as part of a transportation service, not by the consumer themselves.
- Aircraft.
- Antiques.

The following individuals or entities can act as the EU Responsible Person:
- Manufacturers (if registered within the EU).
- Importers registered in the EU.
- Authorized representatives registered within the EU, designated by the manufacturer or brand in writing.
- Delivery service providers registered in the EU who handle product distribution.
If you're unsure how to designate an EU Responsible Person, please refer to Part 4 for answers to frequently asked questions (Q2).
- Contact information for the EU Responsible Person (postal address and email/URL).
- Warnings and safety information (in the language of the selling country/region).
- Labels for product type, batch or serial numbers, or other elements.
- Postal address and email/URL of the manufacturer and importer (if applicable), including the contact information of a single point of contact (if different from the above addresses).
Q: Where should the labels be placed?
These labels can be placed on the product, product packaging, product wrapping, or accompanying documents.
- The name and full contact information of the EU Responsible Person, including postal address and email/URL.
- The name and full contact information of the manufacturer, including postal address and email/URL.
- In addition to the required labeling and marking information that complies with applicable EU product safety and compliance laws, display warnings and safety information, ensuring they are in the language of the selling country/region.

The General Product Safety Regulation (GPSR) does not apply to England, Scotland, and Wales. However, under the Northern Ireland Protocol, this regulation applies to Northern Ireland. Therefore, just like selling in the EU, you must comply with the requirements for selling products in Northern Ireland.
If you are a brand owner, consider the following options:
- If you have a subsidiary in the EU or an EU-based importer, you can designate them as the EU Responsible Person.
- Your product testing laboratory or certification company may offer EU Responsible Person services.
