With the rapid development of science and technology, lithium batteries highlight the advantages of high energy density and high voltage, providing us with stable and efficient energy. China is the world's largest producer of lithium-ion batteries and one of the largest consumers. Lithium batteries are of great significance to promoting my country's green energy transformation and achieving carbon peak and carbon neutrality.
Lithium battery, also known as lithium-ion battery, is a secondary battery that relies on lithium ions (Li+) to move between the positive and negative electrodes to achieve charging and discharging purposes.
During the charging process, lithium ions are released from the positive electrode material and migrate to the negative electrode material through the electrolyte solution. At the same time, electrons flow to the negative electrode through the external circuit, providing energy for charging the battery.
During the discharge process, lithium ions in the negative electrode are released and migrate into the positive electrode material through the electrolyte solution. At the same time, electrons flow to the positive electrode through the external circuit to provide energy for the load.
The State Administration for Market Regulation issued the "Announcement of the State Administration for Market Regulation on the Implementation of Compulsory Product Certification Management for Lithium-ion Batteries and Other Products" (No. 10, 2023), which stipulates that "lithium-ion batteries and battery packs", "mobile power supplies" and "Power supply" is transferred to the catalog that must implement compulsory product certification management.
related requirements:
1. Starting from August 1, 2024 , lithium-ion batteries and other products that have not obtained the CCC certification and are marked with the certification mark may not be manufactured, sold, imported, or used in other business activities.
2. For lithium-ion batteries and battery packs used in electronic and electrical products, CCC certification will be carried out for lithium-ion batteries and battery packs used in portable electronic products at this stage ; for lithium-ion batteries and battery packs used in other electronic and electrical products, CCC certification will be carried out when conditions are mature. After that, CCC certification will be carried out in due course.
3. In view of the fact that GB31241-2022 "Safety Technical Specifications for Lithium-ion Cells and Battery Packs for Portable Electronic Products" will be enforced on January 1, 2024. In order to reduce the cost of obtaining certification for enterprises, the designated certification agency will carry out CCC certification for relevant products in accordance with this standard. Work.
CCC certification is compulsory product certification. It is a product evaluation system implemented by the Chinese government in accordance with laws and regulations in order to protect the personal health and safety of consumers, protect the environment, and protect national security. It requires that products must comply with national standards and related technologies. It can only be produced, imported or sold after being standardized.
Currently, CCC certification is implemented for the products listed in the "Product Catalog for Compulsory Product Certification" (hereinafter referred to as the "CCC Certification Catalog"), including wires and cables, circuit switches and protection or connection electrical devices, low-voltage electrical appliances, and small-power motors , power tools, welding machines, home appliances, electronic products and safety accessories, lighting appliances, vehicles and safety accessories, agricultural machinery products , fire protection products, building materials products, children's products, explosion-proof electrical products, and household gas appliances.
When importing products in the "CCC Certification Catalog", the customs is responsible for verifying whether the relevant products have obtained the necessary CCC certification documents.
When enterprises handle import declarations at the "China International Trade Single Window" (hereinafter referred to as the Single Window), they should provide relevant CCC certification documents and cooperate with the customs in implementing entry verification.
C For products in the CC certification catalog, companies need to submit the CCC certificate number
Products included in the "CCC Certification Catalog" must obtain the "Compulsory Product Certification Certificate" before they can be imported, sold out of the factory and used in business service places. When an enterprise declares goods in a single window, select "Inside 11-3C Catalog" in the goods attribute column.
For products outside the CCC certification catalog, companies need to submit a self-declaration
The product HS code is listed in the "CCC Certification Catalog" but is not within the applicable scope of China Compulsory Certification commodities. When an enterprise declares goods in a single window, select "Outside the 12-3C Catalog" in the goods attribute column.
CCC certification is not required for products, companies need to submit relevant materials
(1) Items for personal use of foreign embassies, consulates, international organizations in China and their diplomatic personnel;
(2) Items for personal use of official offices of the Hong Kong and Macao SAR governments in the mainland and their staff;
(3) Personal items brought into the country from abroad by immigrants;
(4) Intergovernmental aid/donated items.
When the enterprise declares at a single window, select "13-No need to apply for 3C certification" in the goods attribute column.
For products exempted from CCC certification, companies need to submit an exemption certificate number
(1) Products and samples required for scientific research, testing and certification testing;
(2) Parts/products required directly for end-user maintenance purposes;
(3) Equipment/components required for factory production lines/complete production lines (excluding office supplies);
(4) Products used only for commercial display but not for sale;
(5) Parts and components imported for the purpose of exporting the entire machine.
The applicant submits a CCC exemption application to the local market supervision department and has obtained a product exemption certificate. When an enterprise declares goods in a single window, select "Inside 11-3C Catalog" in the goods attribute column.
