In the cross-border e-commerce industry, product certification is an essential concern for every seller. UL and fcc certifications are two common types of certifications that play a crucial role in ensuring product safety and quality. However, many sellers often ask: "If I have UL certification, do I still need fcc certification?"

FCC Certification is Mandatory, While UL is Optional

If your product is an electronic device, FCC certification is mandatory. The FCC's standards are recognized by many technical supervision departments or similar agencies worldwide. As a result, electronic products often feature certificates issued by the FCC or claim compliance with certain fcc standards in their technical manuals. For computer equipment, FCC certification primarily focuses on electromagnetic compatibility and radiation limits.

The cost of FCC certification is generally not very high. For example, in China, JJR Laboratories charges between $650 and $1,500.

UL and FCC Certifications for the U.S. Market

When exporting to the U.S., both UL (Underwriters Laboratories) and FCC (Federal Communications Commission) certifications are common requirements.

- UL Certification primarily assesses product safety.

- FCC Certification focuses on wireless communication and electromagnetic compatibility requirements.

When pursuing UL certification, ensure that you obtain it from a reliable institution. A formal UL certification certificate is recognized as authoritative in the U.S. market, whereas a simple ul test report may not suffice. UL test reports are often used for platforms like Amazon and Temu but do not equate to a formal UL certification.

Is UL Certification Necessary for the U.S. Market?

UL certification is not a mandatory condition for entering the U.S. market, but it enhances product credibility and competitiveness. Different products may have varying certification requirements, so it is advisable to confirm specific requirements with your clients.

Costs and Alternatives for UL Certification

UL certification can only be performed by accredited bodies such as UL and TUV, and it tends to be expensive—typically above $35,000. If your company cannot afford these fees, you might negotiate with your client to share or cover the certification costs.

For those only needing a UL test report, the costs are significantly lower. For instance, JJR Laboratories in China offers services like the ul4200a test report for $698—approximately 40% cheaper than other labs.
