Update time : 2026-01-17

Children are the future of every nation, and countries worldwide attach great importance to their physical and mental health. As essential companions in children’s growth, toys are subject to intense scrutiny over quality and safety, with each country establishing corresponding quality inspection standards for toy products.

The United States and the European Union stand as the two largest cross-border e-commerce markets. To sell children’s toys legally and compliantly on Amazon, TEMU US Station, and EU Station, CPC Certification and CE certification are mandatory requirements.

CE Certification

CE certification is a prerequisite for toys sold in the European market. The en71 standard is an integral part of CE certification: it serves as the EU’s regulatory framework for toy safety and ranks among the most authoritative Toy Safety Standards globally.

en71 certification

All products exported to Europe require CE certification, with different product categories falling under distinct CE directives. The Toy Directive is one of the four core CE directives, and regular children’s toys exported to Europe must comply with CE-EN71 standards.

As the official regulatory standard for toy products in the EU market, EN71 certification covers comprehensive safety tests, including:

① Physical safety

② Chemical safety

③ Flammability

④ Electrical safety

The core purpose of EN71 certification is to impose technical regulations on toys entering the European market, thereby minimizing or eliminating potential hazards to children.

CPC Certification

CPC certification is a critical requirement for selling children’s toys in the United States. It verifies that the children’s products sold meet U.S. safety standards. Products with CPC certification can enhance consumer trust and boost sales opportunities. For Amazon specifically, the platform mandates sellers to provide CPC certificates to ensure the safety of children’s products listed and protect consumer interests.

Common Standards Adopted by CPSC

1. cpsia: Total lead and phthalate content limits

2. ASTM F963: U.S. toy safety standard

3. 16 CFR Part 1505: Safety standard for electric toys

4. 16 CFR Part 1510: Requirements for rattles and teething toys

5. 16 CFR Part 1511: Safety standard for pacifiers

6. 16 CFR Part 1610: Flammability requirements for children’s clothing and carpets

7. Standards for infant/toddler products: Strollers, cribs, play yards, carriers, car seats, bicycle helmets, etc.

Documents Required for CPC & CE Certification Applications

1. Product samples

2. Product testing reports

For toy products, multiple test items must be completed, such as:

① Mechanical and physical performance testing

② Flammability testing

③ Chemical toxicity testing

④ Electrical performance testing

⑤ During the certification process, attention should be paid to the following details:

⑥ Whether product manuals and labels carry correct markings and warning statements

⑦ Whether product materials meet relevant standards

⑧ Non-compliance with these details will result in failure to pass the certification tests.
