Compliance Guide for Universal Charger CE Certification

To address the lack of uniformity and compatibility in charging interface specifications for certain categories of radio equipment that charge via wiRED connections (e.g., handheld mobile phones, tablets, digital cameras, etc.), the interoperability of radio equipment and accessories like chargers has been hindered.  

 

To promote the EU's green and digital transformation and enhance consumer convenience, the European Union announced an amendment to the Radio Equipment Directive (RED), (EU) 2022/2380, known as the Universal Charger Directive, on November 23, 2022. This directive requires products to:  

- Be equipped with USB Type-C ports compliant with the EN IEC 62680-1-3:2022 standard.  

- Provide consumers with the option to purchase products without chargers (if chargers are also provided).  

- Display pictograms on product labels and online product information, indicating whether a charger is included and the compatible rated power of charging devices.  

 

Scope of Products Covered  

From December 28, 2024, the rULes of the Universal Charger Directive will apply to the following products:  

 

1. Handheld mobile phones  

2. Tablets  

3. Digital cameras  

4. Headphones  

5. Headsets  

6. Handheld video game consoles  

7. Portable speakers  

8. E-readers  

9. Keyboards  

10. MICe  

11. Portable navigation systems  

12. Earbuds  

 

The rules will also apply to laptops, including:  

- Lightweight laptops  

- Ultra-portable laptops  

- Hybrid laptops  

- Convertible laptops  

- Netbooks  

 

This requirement for laptops will take effect on April 28, 2026.  

 

Requirements for Applicable Products (Effective December 28, 2024)  

1. USB Type-C Charging Port  

- Radio equipment subject to the Universal Charger Directive must include a USB Type-C charging port.  

- However, products are allowed to include additional ports to meet diverse consumer charging needs.  

 

2. Charging Speed  

- Manufacturers must not restrict charging speeds.  

- Devices must ensure consistent charging speeds when using any compatible charger.  

 

3. Consumer Choice  

- Consumers must have the freedom to purchase:  

  - Electronic devices with or without chargers.  

  - Chargers separately from devices.  

 

4. Pictogram Display  

- Manufacturers must display graphical information about whether the device includes a charger.  

- This information helps consumers make informed purchase decisions.  

 

Steps to Obtain Universal Charger CE certification  

1. Consultation and Quotation  

- Provide product specifications and platform qualification requirements.  

 

2. Application Form Submission  

- Complete and send the application form along with product samples to the laboratory (China JJR Laboratory).  

 

3. Contract and Payment  

- Sign the contract and make the payment.  

- Testing will proceed after the laboratory receives both the sample and testing fees.  

 

4. Laboratory Testing  

- The laboratory will conduct the tests and issue a test report upon successful testing.  

 

5. Sample Return  

- Samples will be retained for one month by default.  

- If required, arrangements can be made for the return of samples.  

 

Processing Time: 5–7 business days (expedited services available).  

 

 

Before listing products, it is strongly recommended to:  

- Familiarize yourself with the requirements and certification standards of platforms like Amazon, TEMU, and others.  

- Ensure that products meet the relevant standards to avoid non-compliance issues.
