A baby walker is a mobile device that allows a child to move on a horizontal surface while seated or standing within it. Baby walkers are typically equipped with safety straps or harnesses to ensure the child's safety during use. Additionally, the frame and structure of baby walkers are designed with the infant's safety in mind to prevent accidental injuries. Baby walkers exported to the United States must meet the CPC Certification standard: ASTM F977-18 (16 CFR 1216).
Baby walkers must comply with all of the following:
1. Consumer Product Safety Improvement Act (CPSIA): Lead and phthalates restrictions.
2. 16 CFR Part 1130: Durable infant or toddler product consumer registration requirements.
3. Section 14(a)(5) of the Consumer Product Safety Act (CPSA): Tracking label requirements.
Baby walkers must comply with one of the following standards:
1. ASTM F977-18 Standard Consumer Safety Specification for Infant Walkers.
2. ASTM F977-22 Standard Consumer Safety Specification for Infant Walkers.
3. ASTM F977-22e1 Standard Consumer Safety Specification for Infant Walkers.
4. 16 CFR Part 1216: Safety Standard for Infant Walkers.
1. Surface Coating Restrictions:
Baby walkers must not be coated with paint containing lead levels exceeding 0.009%.
2. Lead Content Restrictions:
The total lead content in any accessible part of the baby walker must not exceed 100 ppm (0.01%).
3. Testing and Certification:
Baby walkers, like all products designed or intended for use by children aged 12 and under, must be tested by a third-party laboratory accredited by the U.S. Consumer Product Safety Commission (CPSC) to ensure compliance with the baby walker standard and all other applicable child product safety rules. Based on this testing, the domestic manufacturer (or importer) must issue a Children's Product Certificate (CPC).
4. Consumer Registration Card:
- Provide a pre-paid consumer registration card with each product.
- Maintain records of consumers who register their products.
- Permanently mark the product with the following information:
1. Manufacturer's name and contact information.
2. Model name and number.
3. Manufacturing date of the product.
5. Tracking Label:
Baby walkers must have a tracking label or other permanent distinguishing marks on the product and packaging. These labels should be as permanent as possible and must include the following essential information:
- Manufacturer’s or private labeler’s name.
- Place and date of manufacture.
- Any distinguishing features for identification.
