On April 17, 2024, the Brazilian National Telecommunications Agency (ANATEL) released the new testing standard Act 5155/2024 for mobile phone chargers, replacing Act 5159 from 2022. Additionally, the older regulation Act 3481/2019 will be repealed on October 14, 2024. Act 5155 is effective immediately and will become mandatory starting October 14, 2024.
The new standard applies to:
- Portable chargers powered by AC mains (e.g., household chargers).
- Portable chargers powered by DC sources (e.g., car chargers).
- Wireless chargers, regardless of their power source being AC or DC.
- Specialized USB interfaces (ports) used to supply power to electronic devices, regardless of the power source, without data transfer functionality.
Note: This Act defines mobile phone chargers as devices used to charge mobile phone batteries. Cables or other equipment that do not convert/adjust electrical power are not covered under this definition. USB interfaces as part of the electrical/electronic design of devices (e.g., TVs, computers, multimedia centers) are also not covered by these requirements.
- Section 3.1.12: Added reference standard ABNT NBR IEC 60068-2-31:2022: Environmental tests - Part 2-31.
- Section 3.1.13: Added ANATEL’s security seal process for mobile phone batteries and chargers.
- Section 6.1.1.2: Simplified ESD level for car chargers: contact discharge limited to 6kV, air discharge to 8kV, removing 2kV and 4kV contact discharge, and 4kV and 6kV air discharge requirements.
- Section 6.1.2.1: Removed requirement for pulse 2b.
- Section 7.2.1: Increased minimum sample number for wall plug electrical safety tests to 22.
- Section 7.2.2: Requires one sample to undergo overheating protection evaluation and electric shock prevention assessment under normal and overvoltage conditions.
- Section 7.2.5: From January 1, 2025, mobile phone charger pins must comply with Brazilian standards ABNT NBR NM IEC 60884-1/2010 and ABNT NBR 14136/2012 gauges.
- Section 7.2.6: Detailed requirements for state testing of chargers under normal use conditions, including mechanical strength, electrical, and thermal stress. Requires safety evaluation of 1000 insertions/extractions at a frequency of 30 times per minute and a 2000V 1-minute dielectric strength test without leakage.
- Section 7.2.7: Added mechanical strength assessments for chargers including drop, impact, compression, dragging, and scratching tests.
The implementation of the new regulation will affect all mobile phone chargers sold in the Brazilian market. However, products already certified will not be impacted in terms of shipping and sales, only requiring supplementary difference testing during product recertification.
From October 14, 2024, all new ANATEL certification applications and renewals for chargers must comply with Act 5155. It is recommended that relevant enterprises stay updated with regulatory changes to ensure product compliance with the new standards, facilitating ANATEL certification and legal market entry in Brazil.
