TELEC certification, also known as mic certification, is alternatively called GITEKI certification (which Amazon refers to as GITEKI certification). TELEC (Telecom Engineering Center) is the primary registration and certification body for Japan’s radio equipment conformity. MIC (Ministry of Internal Affairs and Communications) is the Japanese government agency responsible for regulating radio frequency equipment. MIC is a part of the Japanese Ministry of Internal Affairs, which formulates regulations and standards. TELEC is one of the designated certification bodies authorized by MIC, hence the terms TELEC certification or MIC certification. TELEC certification is mandatory, and the certifying body is a registered and recognized organization under MIC for specific categories of radio equipment.
TELEC certification is mandatory and applies to various product categories, including but not limited to:
• Radio products and telecommunication terminal equipment (such as laptops, projectors, etc.)
• Bluetooth products (such as Bluetooth headphones, Bluetooth speakers, etc.)
• UWB (Ultra Wideband) products
• Wireless modules (such as WIFI modules, NFC modules, etc.)
• Mobile phones and tablets
• In-vehicle equipment, etc.
Note: Products operating on 433MHz or 868MHz do not require GITEKI certification. Additionally, GITEKI certification does not cover the 2.9GHz and 5.8GHz frequencies for civilian use, so certification is not required for these.

PSE (Product Safety Electrical Appliances & Materials) certification is Japan’s mandatory safety certification for electrical products. It is part of Japan's mandatory market entry system for electrical goods. Products and components connected to the AC power supply are typically regulated under the Electrical Appliances and Materials Safety Act (PSE).
Japan, as a member of the CB (Certification Bodies) report recognition system, allows PSE testing to be based on IEC standards, with additional specific Japanese tests (e.g., AV products tested according to IEC 60065, IT products according to IEC 60950, etc.). Note: The specific testing requirements depend on the product, and PSE certification includes both EMC and safety requirements.
In Japan, regulated electrical products are categorized into “Specific Electrical Appliances (Class A)” and “Non-specific Electrical Appliances (Class B),” which are marked by diamond-shaped and round PSE marks, respectively.
Non-specific electrical appliances require manufacturers and importers to notify the Japanese Ministry of Economy, Trade, and Industry (METI) in advance. After self-certification that they comply with Japan's electrical appliance technical standards, the round PSE mark must be applied.
For products in the round PSE category, entering the Japanese market requires third-party certification, with the certification valid for 1, 2, or 3 years (depending on the product).
Non-specific electrical appliances (Class B): 341 items
Non-specific electrical appliances refer to the remaining 341 items after removing 116 specific electrical appliances from the designated 457 types of electrical products.
• Power tools
• Audio/video equipment: speakers, headphones, etc.
• Computer peripherals: keyboards, mice, etc.
• Household appliances: electric blankets, humidifiers, etc.
• Wireless charging devices
• Small home appliances: electric razors, small kitchen appliances, etc.
Specific electrical appliances (Class A) must be certified by a third-party certification body authorized by METI before they can enter the Japanese market, with the diamond PSE mark applied.
For products in the diamond PSE category, entering the Japanese market requires third-party certification by an authorized organization, with the certification valid for 3, 5, or 7 years (depending on the product).
Specific electrical appliances (Class A): 116 items
Specific electrical appliances are those that, based on their structure or usage, pose a higher risk of danger, are used by vulnerable groups, and are directly in contact with the human body.
Examples of specific electrical appliances:
• AC/DC power supply units (AC adapters)
• Power extension cords
• Electric heating toys
• Portable generators
• Fuse holders, etc.
Japan’s Electrical Appliance and Material Safety Law (PSE certification) requires that after importing goods, Japanese buyers must file a registration with METI within one month of purchase to obtain approval from the Ministry of Economy, Trade, and Industry. The buyer’s name or ID must be marked on the product for future monitoring during sales. After completion, a certificate of registration for electrical appliance manufacturers or importers is issued, also known as the METI filing document.
Points to note for METI filing:
1. Products must first undergo PSE certification, and only after obtaining the PSE certificate can the METI filing be conducted.
2. One PSE certificate corresponds to one METI filing document. If a PSE certificate covers multiple models, the models in that certificate can be filed in one submission.
3. For a product like a power adapter with a lithium battery: the power adapter has a METI filing document, but the lithium battery cannot use the same filing. The power adapter’s METI filing belongs to the "Electrical Mechanical Equipment for AC Use" category, while the lithium battery’s METI filing belongs to the "Lithium-ion Battery" category. Therefore, two separate METI filings are required.
4. There are two types of METI filings: one with an importer qualification, and one without (in which case, a third-party service company is needed). If the importer’s information is provided by the user, the original document will be sent to the Japanese importer; if a third-party service company’s information is used, there will be no paper document, and the original document will be kept on file with the Japanese importer.
