The Ministry of Economy, Trade and Industry (METI) is a government agency in Japan, not a province or location. It operates under Japan's central government ministries, with its minister appointed by the Prime Minister.
METI's functions are similar to China’s Ministry of Commerce, with key responsibilities including:
- Enhancing private-sector economic vitality
- Facilitating smooth foreign economic relations
- Ensuring stable and efficient economic and industrial development
- Regulating the supply of mineral resources and energy
- Formulating and implementing Japan’s Electrical Appliance and Material Safety Act (PSE)
If you plan to sell electronic products on Amazon Japan and your product falls within the scope of PSE regulations, you must obtain both a PSE certificate and METI filing.
- The PSE certificate is obtained by sending product samples to a testing laboratory. Once the product passes the tests, a report and certificate are issued.
- METI filing must be completed within one month after obtaining the PSE certificate. This involves registering the certificate with METI and marking the buyer’s name or ID on the product for future supervision and compliance checks.
Any product that has passed pse certification must also go through METI filing! Without both the PSE certificate and METI filing, products cannot be listed on Amazon Japan and may be removed from the platform.

The "Security Net" refers to METI’s official filing website.
Many customers have reported that their METI filing submissions on Amazon were rejected due to missing filing screenshots. This means sellers must save a screenshot while completing their METI filing on the official website and submit it to Amazon as part of the compliance documents.
To ensure your product is successfully listed on Amazon Japan, if it falls under Japan’s PSE regulations, you must upload the following documents to Amazon:
1. METI Filing Letter (including official seal + product classification table)
2. "Security Net" Filing Screenshot (must include the product classification table) ⚠ Important!
3. PSE Report and Certificate
4. Product Nameplate (must include the PSE logo and importer information)
5. Product Self-Inspection Checklist
Under Japan’s Electrical Appliance and Material Safety Act, PSE certification is divided into two categories:
- Covers 341 types of products with lower risk, classified as Non-Specified Electrical Products (Category B).
- Includes most household appliances, lighting products, lithium batteries, etc.
- Covers 116 types of high-risk products that may cause electric shock, fire, etc., classified as Specified Electrical Products (Category A).
- Includes chargers, adapters, and other hazardous electrical products.
