CITC (Communication and Information Technology Commission) certification is a mandatory certification by the Saudi Information Technology Commission for wireless communication and telecom products in the country. All wireless and telecom products sold in the Saudi market, including 4G products, must meet the CITC specifications and apply for the device license.
(1) Submit application materials:
This includes product photos, a functional description of the device (at least in block diagram form), operating manual or user instructions, manufacturer declaration letter, datasheet, RF + Safety + EMC reports, etc. The manufacturer's business license (for first-time applicants), valid identity information of the manufacturer's contact person (for first-time applicants), and other related information may also need to be provided.
(2) Testing phase:
The certification includes testing to ensure compliance with applicable technical standards, EMC testing (including EMI and EMS), safety testing, and other phases.
(3) Review and Certification:
Once the documents are complete and the tests are passed, the CITC will issue the certification (no English version). The general certification process takes 2-4 weeks.
(4) Notes:
One model corresponds to one certificate. The CITC certificate holder must be a company based in Saudi Arabia. If the exporter does not have a local company, the certification agency can provide agent services.
For some electronic and electrical products, Saudi Arabia requires IECEE certification. This certification is based on the International Electrotechnical Commission's cb certification. By obtaining an international IEC CB certification and then applying for the IECEE certification based on the differences, the process can be faster. If the 4G product falls within the 15 categories of products in Saudi Arabia's IECEE certification scope, this certification is required.

SABER certification is a product certification system launched by the Saudi Arabian Standards Organization (SASO), which covers a wide range of product categories. Some 4G products may need to meet the SABER certification requirements, especially 4G terminal devices related to electronics and electrical appliances.
2. Certification Process:
First, obtain the CB certification report for the product, then submit the IECEE certification application to the relevant Saudi agency, and pay the corresponding fee. The agency will review the application materials and product test reports, and upon approval, issue the IECEE certification certificate.
Start by registering an account in the SABER system, then determine the certification type (such as PC certificate or SC certificate) based on the product category and risk level, upload relevant documents and materials such as the product test report, invoice, bill of lading, etc., and pay the certification fee. Finally, the agency will review the application, and upon approval, issue the SABER certification certificate.
3. Labeling:
Product labels must comply with Saudi Arabia’s relevant regulations. For mobile products, electronic labels can be used. The label should include necessary information such as product model, technical specifications, etc.
4. Manual:
The user manual should be written in Arabic (or bilingual in Arabic and English). Information in Chinese is not accepted. The manual should include instructions on the product’s usage, safety precautions, etc.
