The U.S. regulations on button batteries or coin cells and consumer products containing these batteries, including 16 cfr part 1263 and ANSI/UL 4200a-2023, officially came into effect on March 19, 2024. JJR Laboratory in China is capable of conducting 16 CFR 1263 testing and has obtained CNAS accreditation, along with recognition from the U.S. Consumer Product Safety Commission (CPSC). Additionally, JJR Laboratory is an authorized partner laboratory for Amazon, supporting businesses in issuing CPC and gcc certificates to confirm product compliance.
Requirements of 16 CFR Part 1263 and ANSI/ul 4200a-2023 for Consumer Products Containing Button or Coin Cells:
1. The battery compartment for products containing replaceable button or coin cells must be secured so that it requires tools or at least two independent and deliberate actions to open.
2. Button or coin cells must not be accessible to children due to normal use or misuse testing.
3. The product packaging must bear a warning label.
4. If applicable, the product itself must include a warning label.
5. The accompanying instruction manual must contain all applicable warnings.
The mandatory 16 CFR Part 1263 regulations significantly impact all consumer products, including children’s products, that contain button or coin cells. This regulation requires third-party testing by a CPSC-approved laboratory. JJR Laboratory recommends Amazon U.S. sellers comply with Amazon’s and relevant legal requirements, and upload product testing reports to the Amazon seller platform in a timely manner. Sellers should also stay informed of Amazon’s platform requirements to avoid the risk of their products being removed.
JJR Laboratory is accredited by CNAS, CMA, UKAS, and CPSC, and is an authorized Notified Body (NB) for EU CE certification. It is also the designated testing laboratory and certification body for toy products under China’s CCC certification system.
